Ed Humpherson – Director General for Regulation

Ed joined the team in January 2014 and is based in our London office. Click on this link for more biographical information about Ed.

Mark Pont – Assessment Programme Lead and head of Newport site

Mark joined the team in 2008, based in our Newport office, to head up our assessment programme. Mark started his career in the Government Statistical Service in 1990, undertaking roles in a range of government departments. This includes 12 years spent in the Office for National Statistics as a statistical methodologist, largely spent improving aspects of the production of business statistics.

Kerstin Hinds – Systemic Review Programme Lead and head of Edinburgh site

Kerstin is responsible for a programme exploring the public value of sets of statistics and interventions to support improvements. She has been on secondment to the UK Statistics Authority since October 2015 from the Department for International Development (DFID) where she is a Senior Statistics and Evaluation Adviser. Prior to joining DFID in 2004 she worked on a range of social surveys at the NatCen for Social Research and Office for National Statistics.

The Office for Statistics Regulation’s regulatory team

Penny Babb – Statistics Regulator, Population lead

Penny joined the team in 2008 and is based in our London office. She has reviewed a wide variety of statistics since 2009 and co-authored the Authority’s Quality Assurance of Administrative Data framework. She is currently working on refreshing the Code of Practice. Penny has worked in official statistics for over 20 years, on births, cancer, social inequalities and police recorded crime. She was editor of the ONS flagship report, ‘Social Trends’.

Catherine Bromley – Statistics Regulator, Crime and Justice lead

Catherine joined the team in 2017 based in our Edinburgh office. She co-leads the crime and justice theme with Pat MacLeod. She is also leading our systemic review of data linkage. Catherine started her social research career at NatCen Social Research in 1998 specialising in population surveys, before moving to roles in ScotCen Social Research, Scottish Government and the Public Health Observatory team at NHS Health Scotland.

Kimberly Cullen – Statistics Regulator, Security, Defence and International Relations lead

Kimberly joined the team in 2016, based in London. She is the Security, Defence and International Relations lead and provides support on the Health and Social Care theme. Kimberly is also working on a range of regulatory activities and is developing guidance as part of our Code Refresh project. Her previous work experience includes over 15 years in official statistics and quality assurance in New Zealand and the United Arab Emirates, and social work and survey research in the United States.

Oliver Fox-Tatum – Statistics Regulator, Travel, Transport and Tourism lead
Oliver joined the team in 2014 and is based in our Newport office. Prior to joining the team, he worked in the Office for National Statistics – in household survey design and management and as a pension statistics analyst. Oliver is our lead on transport statistics and provides support on our population theme. He conducts reviews on the compliance of statistics such as house price indices and is working on our refresh of the Code of Practice.

Donna Hosie – Statistics Regulator, Labour Market and Welfare lead
Donna joined the team in 2014, based in our Edinburgh office. She is our lead on labour market and welfare statistics, and is also involved in the development of the Office for Statistics Regulation web pages. Donna started her career in the Civil Service in 1998 as an assistant statistician in the Scottish Government, working on a range of topics including the economy and local government finance. She also worked on demography and the Census at the National Records of Scotland.

Sara James – Statistics Regulator, Housing, Planning and Local Services lead
Sara joined the team in 2012, after joining the Civil Service in 2011 as a Fast Stream Statistician working in the Office for National Statistics. Sara is based in our Newport office and co-leads on the Housing, Planning and Local Services theme. She is leading our systemic review of housing statistics across the UK. Prior to joining the Civil Service, Sara spent 6 years working in financial services in a number of roles including financial and risk management.

Caroline Jones – Statistics Regulator, Health and Social Care lead
Caroline joined the team in 2012, based in our Newport office. Prior to that, she worked at the Office for National Statistics. She has regulated a wide variety of statistics, latterly with a focus on health statistics and crime statistics. She co-leads the health and social care theme with Emma Nash, and provides support on the crime and justice theme.

Robert Lee – Statistics Regulator, Housing, Planning and Local Services lead
Robert joined the team at the end of 2016, having joined the Civil Service in 2005 as a statistician in the Welsh Government. He is based in the Newport office and co-leads on the Housing, Planning and Local Services theme and is a support on the Business, Industry, Trade and Energy theme.

Pat MacLeod – Statistics Regulator, Crime and Justice lead
Pat joined the team in 2014, based in our London office. Since then she has mainly focused on regulating statistics on crime and justice and on education. Pat co-leads the crime and justice theme with Catherine Bromley. She continues to advise the Office for Statistics Regulation on branding. Her previous roles, before joining the Authority, have all involved collecting, interpreting and communicating commercial, business and social data.

Louisa McCutcheon – Statistics Regulator, Children, Education and Skills lead
Louisa joined the team in 2017 and is based in our London office. Louisa started her career in the civil service as a Fast Stream statistician in 2010 and has worked on a wide range of health and housing statistics. She co-leads the Children, Education and Skills theme with Marie McGhee, and is supporting the development of the Office for Statistics Regulation’s Annual Review.

Marie McGhee – Statistics Regulator, Children, Education and Skills lead
Marie co-leads the Children, Education and Skills theme and from the latter part of 2016 has focussed most of her work in this area. She is also part of the team who are developing the refreshed Code of Practice. Based in Edinburgh, Marie has been part of the team since 2015. She previously worked on Assessments including Northern Ireland Tourism statistics and International Development statistics. Before joining the Office, Marie worked as lead statistician at the Scottish Qualifications Authority.

Emma Nash – Statistics Regulator, Health and Social Care lead
Emma joined the team in 2016, working in our Edinburgh office. She co-leads, along with Caroline Jones, our theme on Health and Social Care, and provides support on the Housing, Planning, and Local Services theme. Previously Emma worked at the Office for National Statistics in the Health and Life Events division.

Job de Roij – Statistics Regulator, Agriculture and Environment lead
Job joined the team in 2016. He leads the Agriculture and Environment theme, and provides support on the Labour Market and Welfare theme. He is developing an interactive version of the refreshed Code of Practice. Job joined the Civil Service in 2014 as a Fast Stream Statistician in the Department for Work and Pensions. Previously, he was an academic researcher in ecology and evolutionary biology at the University of Edinburgh.

Iain Russell – Statistics Regulator, Economy lead
Iain joined the team in 2011 based in our Edinburgh office. He has been involved in regulatory activities for a variety of statistics since that time. Iain is our Economy theme lead. He has worked in the public and private sector in various roles and has expertise in the value and role of intellectual assets in the economy.

Amar Chowdrey – Private Secretary to Director General for Regulation
Amar provides support to the Director General (DG) and wider team in their decision making and management of daily responsibilities. He keeps the DG appropriately informed on ongoing issues including casework, work programming, the Code of Practice and other projects. Amar manages the DG’s diary and external engagements.
